I am unable to access the Plugin Portal as the pages cannot be found, I even tried going to the main Plugin Portal page.

A friend had the same issue and couldn't even load community made plugins from the Plugin Portal through their netbeans Plugin Portal Update Centre. Although through netbeans I can.

So I am assuming that the netbeans Plugin Portal is down, thus I am filing this report.

When trying to access the netbeans Plugin Portal in Chrome I get this error code "ERR_CONNECTION_RESET".

PLugin portal is back. There was server side issue which is now resolved.

"reset connection

The connection to the server was reset while the page was loading.

     This site may be temporarily unavailable or too busy. Try again in a few moments.
     If you can not load any pages, check your computer's network connection.
     If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the web."

I have had the same problem for the last week or more.
Even the Plugins link on the top of the https://netbeans.org page fails with

The connection was reset.

The plugin portal seems to be available again now.

I have now been unable to access the Plugin Portal for a few weeks due to a connection reset error.

Well it's not for me. When I try to go to the HTTPS version of the site I just get a "Secure Connection Failure". Though I haven't tried the HTTP version (as my browser prevents me from accessing non-HTTPS sites), perhaps that is what you have tried and is working?
