Right clicking on Libraries under the project in Projects view lists the option 'Add Library...' in the context menu. When using a Libraries Folder for a java project, clicking Add Library... brings up a dialog that has an Import button which allows a netbeans Library to be added to the user defined Library Folder (nblibraries.properties).  This Import button functionality should be added to the Ant Library Manager dialog (Tools -> Libraries) also. 

Currently the options in the Ant Library Manager are 'New Library...' and 'Remove'

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
