[ JDK VERSION : 1.7.0_67 ]

STEPS:
   * rev 13 is tip
   * Update to rev 10.
   * Create tag.

ACTUAL:
   abort: not at a branch head (use -f to force)

EXPECTED:
   There should be a force checkbox.

if you use it only for a local repository (for private use) i recommend using "local" tags - there's a checkbox in the dialog.
