Steps to reproduce:

1. create a new jar recipe
2. add README
3. F9 --> nothing

Or 

1. create a new jar recipe
2. add A.java
3. F9 --> Ok
4. add README
5. F9 --> nothing

Trying to fiddle with filters does not help.

fixed by rollbacking the bad integration of #19670

This issue is pointed as Q-build stopper (20020612) -> please commit
the fix to QBE branch.
