1. Deactivate Tools>>Plugins>>Installed>>Tools and restart NetBeans.

Results: Tools is still activated because Apache Ant was not deactivated.

2. Check "show details" and try to disable Apache Ant and restart NetBeans.

Results: Apache Ant is still activated.

Hi, thank you for the report. Unfortunately I have to close this issue as WORKSFORME because it works for me :)

I've done several attempts to reproduce this bug, but in every case it worked properly.

Did you delete userdir and cachedir before trying? Did you just activate Tools or did you activate Java SE along with it? If I just activate Tools, Tools will deactivate but if I activate Java SE along with it, Java SE will deactivate, but Tools will not.

Today I tried it with completely new userdir and cachedir. Also tried to activate Java SE and deactivate.

Of course, it's possible that I missed some step. So the best way is if you could write exact steb-by-step description how to reproduce since the clean start with new userdir and cachedir.

You did what I have done.

1. Install NetBeans or delete userdir & cachedir.
2. Activate Java SE.
3. Deactivate Java SE & Tools. or Deactivate Tools only (Apache Ant).

Tools (Apache Ant) will not deactivate.

I have 2 computers, one with Windows 7 and another with Windows XP and I get the same results.

Hmmm, there are 2 Ants listed in the Plugin manager. One is Name: Ant, Category: Java SE and the other is Name: Ant, Category: Tools.

The one under the Tools category is the one that will not deactivate. 

Do you see that or is both of them deactivating or you?

Reopened. I verified the error occurs consistently following the steps given in the description and in comment #4, both using the following environment:

Product Version: NetBeans IDE Dev (Build 201407200001)
Java: 1.8.0_20-ea; Java HotSpot(TM) Client VM 25.20-b20
Runtime: Java(TM) SE Runtime Environment 1.8.0_20-ea-b21
System: Windows 8 version 6.2 running on x86; Cp1252; en_US (nb)

I'm not sure what impact this has for users, if any. But it appears to be a Priority P3 under "Usability" according to my reading of http://wiki.netbeans.org/BugPriorityGuidelines#P3

Steps to reproduce from comment 4 works for me too.
Probably I didn't noticed the second Ant in category Tools.
