But in 3.4 b2 it is below the second separator, in
the section reserved for third-party docs.

Please add the proper ordering constraint to the
layer folder to place it above this separator
(provided by usersguide), so as to match other
modules.

please wait before fixing anything. looks like there were 
some changes in the layer files for orion that never made 
it back to the trunk. i'm looking into it.

Too late already integrated, sorry.

Note that userguide have renamed well known files:
org-netbeans-modules-usersguide-second-sep.instance to
org-netbeans-modules-usersguide-lower-sep.instance.

org-netbeans-modules-usersguide-second-sep.instance was 
only put into the orion_fcs version because they needed an 
extra separator, it doesn't exist in the trunk/open source 
layer file. XML layer should actually come after it. I'll 
change it later today.
