I have the same issue. I'm using Bulgarian kayboard layout on ubuntu 14.04.

Product Version         = NetBeans IDE 8.0 RC1 (Build 201402242200) (#279f174c0395)
Operating System        = Linux version 3.13.0-24-generic running on i386

Comment #232 in https://bugs.launchpad.net/unity/+bug/1226962 helped me. Now Ctrl+C, Ctrl+V work as expected.

I'm using gnome flashback session and these packages:
 - gnome-settings-daemon 3.8.6.1-0ubuntu11.2ppa1;
 - unity-settings-daemon 14.04.0+14.04.20140429-0ubuntu1ppa1 (note: the version is important)

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.

Ctr + HOT_KEY not work for Russian layout. For english layout OK.
