In a recent usability study on Forte for Java (Sun
ONE Studio 4), 6 out of 8 users who wanted to look
at javadoc files dbl clicked the html node in the
Filesystem Explorer and expected to see javadoc in
a browser environment, not the source for the
javadoc. Some didn't continue searching further,
others had (with and w/o prompting) opened the
contextual menu.

The contextual menu has "View" as the first item.
Usu, the topmost item in the contextual menu is
the default action, however, in this case "Open"
is the default action.

Suggested solutions:
-Have dbl click on Javadoc open in a browser
instead of source
-Have the default action appear as the topmost
action in the contextual menu
Note: There may be some issues with the solution
due to other user needs with the IDE, such as
wanting to edit html code instead of viewing it.

I am not sure how this applies to NB4.0 as the generated javadoc files
are not visible in projects view (page is opened in browser imediately
after generating). Do we need this change?

Also I remember some discussion in the past on nbui@netbeans.org with
resolution that correct default action is edit for html files on a
filesystems w/o doc capability and it should be view for mounted javadocs.
