Error and connection

In netbeans IDE 7.4 update was working fine but once upon a time i uninstalled the IDE and installed the IDE , from that time check for updates is not working . I also downloaded IDE  8.0 / 8.0 RC and had installed but getting same error .

Error is ;

Unable to connect to the NetBeans Distribution because of Server returned HTTP response code: 403 for URL: http://dlc.sun.com.edgesuite.net/netbeans/updates/8.0/uc/final/distribution/catalog.xml.gz

Suggestion :
 
Check your proxy settings or try again later. The server may be unavailable at the moment. You may also want to make sure that your firewall is not blocking network traffic.

I checked proxy setting and connection getting ok 

but it's not connecting to update center

so  what should i do for update ?
