FFJ 4.0 FCS RC5.

Testing with the windows browser object with Mozilla 1.0 
RC3 on Windows XP, when selecting the action "Open in New 
Window" on a bookmark object the bookmark is instead 
opened in the existing browser window.

With other browsers (IE and Netscape), the Open in New 
Window action works properly.

But it is worse on non Windows OS because SwingBrowser will be used
for opening. This is because utilities module can't find what is the
right browser in core settings.
