1. Goto Tools >> Options >> Java >> GUI Builder Tab
2. Select a new color in either "Guiding Line Color" or "Selection Boarder Color".
3. Apply Button is still disabled. 

Expect: Apply button is enabled the same as changing any other option.

Workaround: Just click the OK button and options take affect.
