It would be great if Plugin Portal could send an e-mail to those plugin owners whose plugins:

* were updated in the previous 12 months
* belong to the Top 10 of the most downloaded plugins
* belong to the Top 10 of the highest ranked plugins

The body of the e-mail would be configurable but the idea is to simply notify all these active plugin writers about upcoming new version of the NetBeans IDE so that they could update their plugins for example to API changes, upload new binaries and ask for verification against the new version.

The e-mail would be sent only upon manual intervention by Plugin Portal administrator at suitable point of time of course.

This would be also very welcomed for Plugin Portal 2.2. Increasing priority.

Here is my proposal of the notification message:


Subject: Does your <plugin_name> plugin works with NetBeans <new_version>?

Body: Hello <plugin_owner>,

   as you might know we are finalizing stabilization of new NetBeans IDE <new_version> release. Since your <plugin_name> plugin belongs to the well established and popular NetBeans plugins we would like to suggest that you update it to work with new <new_version> version and share your plugin with the community again.

   If you decide to keep your plugin relevant with NetBeans IDE <new_version>, first make sure it works seamlessly with the latest <new_version> Beta or development build. Then please login to the Plugin Portal, go to My Plugins page [1], find the <plugin_name> plugin entry and click "Add binary". Then check <new_version> version as "Supported NetBeans Versions", browse to the new plugin binary, possibly describe changes in it and finally push "Save Plugin" button.
