The remote jre with fx:graphic or fx:controls cannot be created. Only 'Error durinf creating of JRE occurred. Please check JRE Create Location and try again' is displayed, which is not very imformative.

The fx:graphic and fx:controls are no more valid extensions.
Also a new extension gcf was added.

Unfortunately the JFX is not supported by newer j2se embedded.

Jrecreate supported extensions are:
Valid extensions:
sunpkcs11 - Cryptographic Token Interface Standard (PKCS 11) provider
gcf - Generic Connection Framework Optional Package (JSR-197)
locales - All Java SE locales
charsets - Extended character encodings
sunec - Elliptical Curve Cryptography provider
nashorn - Nashorn JavaScript engine

I've just updated the NetBeans project to reflect these options.
