Delete All and Disable All actions in Breakpoints view are faulty enabled when the view is opened for the first time. It is high priority bug because it breaks tests and it can signal some problem in core infrastructure. Started to fail in build 201311300002 (#8e517e7cf90d). To reproduce:

- run IDE from zip distribution (with ergonomics cluster)
- create java project to enable Java feature
- open "Window|Debugging|Breakpoints" view
- right-click inside the view but Delete All and Disable All actions are enabled but they shouldn't
