Bugtracking implementors should be able to fire an event when a task under their control is deleted.
Use cases:
1) for bug #238883 - when a local task is deleted from the task editor, it still hangs under private categories
2) new unsubmitted BZ, Jira, ODCS tasks - saved and categorized - when dismissed before being submitted, they still hang in the Task Dashboard
3) other BT that may support deletes in repository may need this
