Product Version = NetBeans IDE 7.3.1 (Build 201306052037)
Operating System = Windows Vista version 6.0 running on x86
Java; VM; Vendor = 1.7.0_40
Runtime = Java HotSpot(TM) Client VM 24.0-b56

New install of Netbeans 7.3.1
Register domain1 Glassfish Server 4.0.
Go Services Tab - Servers - GlassFish Server 4.0 - Start and Stop perfectly.
Create from UI new domain named "NewDomain" - Domain created succesfully but Start does nothing.
Remove Server Registration of "NewDomain" from UI.
Go to asadmin in command window and delete-domain NewDomain.
Then create-domain NewSecondDomain. Creation successfull.
Go to the UI and register NewSecondDomain Server. Start does nothing again.
¿Any idea?

Can you try the latest dev build? I guess this might be duplicate of issue #245534.
