Reorganize the help to place it in the javahelp
directory instead of being intermixed with the
code. Have the build process create the jhindexer
files. Exclude credits.html from the jhindexer
build task. Doing this makes this module's help
similar to most other help and the JLC won't need
to treat this module differently.

reorganize help files so that they are in the javahelp
directory and not in the src directory with the source code. This will
make the l10n process the same as most other modules.

Will this be in modules/docs as described for
Dublin and beyond  (and not for Sierra ?)
I want to verify this but don't see it that way
for Sierra.

This change does not affect where the help jar is placed, only where
the help files are retrieved from in order to create the help jar.
