1. Open a build.xml file
2. Open a internationalization properties file.

Results: A list of properties show in the Navigator as Ant Targets. (See attached screenshot.)

Expected: Properties list shows without combo box that says "Ant Targets" or Properties list do not show at all. (There is no properties list for a properties file if it is opened up without first opening an Ant build.xml file.)

It still happens if:

1. Open a build.xml file.
2. Open a internationalization properties file.
3. Goto the Navigator window and choose "XML View" in combobox.
4. Now revert back back choosing "Ant targets" in combobox.


Results: A list of properties show in the Navigator as Ant Targets.
