Product Version = NetBeans IDE 7.3.1 (Build 201306052037)
Operating System = Windows 8 version 6.2 running on amd64
Java; VM; Vendor = 1.7.0_40
Runtime = Java HotSpot(TM) 64-Bit Server VM 24.0-b56

The form designer is totally unusable. I have reported this before on version 6.x and 7.x. it looks like nothing has been done to fix the problem.

Layout have been tried with all the options but nothing is any better than any other. It is sad that all the reports by everyone are being ignored apparently.
if only the 'designer' could be turned off, but it appears that it can't be. May be ok with your examples of a simple form design but not with anything complicated. I give up with Netbeans. Sorry.
