Product Version = NetBeans IDE 7.4 RC1 (Build 201309162201)
Operating System = Linux version 2.6.35.14-96.PhenomX4full.fc14.x86_64 running on amd64
Java; VM; Vendor = 1.7.0_25
Runtime = Java HotSpot(TM) 64-Bit Server VM 23.25-b01

Hitting Add to category link brings up a category selection dialogue.
Created a new category 'Bug reports' and hit add.
No category added and no action item created.

Well in 7.4 tasks/issues are now added into the Action Items component but into a new Tasks window which provides more features and task management possibilities than action item.

Anyway "Add to category" action should open and select added task so I have filed new issue #236273
