Screenshot

1. Open a JaveSE project.
2. Go to context menu >> Project Properties >> Formatting, Use Project Specific
Options, Language: Java, Category: Imports
3. Notice that options run down out of sight and preview window overlaps buttons. no scroll bars are present. (See attached screenshot.)
4. Click on right side of frame and preview window jumps to the right, into place and scroll bars magically appears.

Works on Mac.
Also the scrollbars are not added by the panel itself but by the container when size of panel > size of container. So I doubt that it's broken for this particular panel, however I cannot verify on Windows.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.

Thanks for your cooperation,
