Looking at:
http://statistics.netbeans.org/analytics/list.do?component=cnd&versions=7.4+Beta&
versions=Dev

you can find entries which have to manually "enter"ed => threshold one doesn't work for some cnd-related reports.

i.e.

Probably caused by ignoring GUEST users' reports. We'd like to get auto-converted bugs for each first CND exception report, from all types of users.

Yes, all above reports are reported by 'GUEST' users and therefor they are not filed as bugs.

OK, I ma changing to enhancement, since there is no defect.
