this composite component doesn't have anything other than the top-level <html> element in the nav window. Is that by design?

Yes it's. Navigator doesn't show JSF components. I turned this into enhancement if you agree.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
