API change

In order to fix issue #230560, the commons-net library needs to be updated to
version 3.2. Please, review this API change.

CC'ed Jarda Havlin as commons net is used in Hudson functionality and the update needs to be checked for problems there.

Thanks, Tondo. Jardo, it is update from 3.1 to 3.2 so I do not expect any problems (I roughly tested in PHP and everything seems to work).

According to changelog, the changes are not risky.
All Hudson modules can be compiled correctly and all tests are passing. I've also tested Hudson support (including ODCS bridge) manually and I haven't observed any problems.
So, the change seems fine to me.
