This problem is occurred only Windows environment.

To Reproduce:

 1. Create CSS file from New wizard.
 2. To add the element which name has japanese 
      characters.
 3. Right click edited CSS file, and select
      [Check CSS].
     Error is occurred, and error message contains 
     incorrect characters.

It sounds like a font problem in output window because it happens only
in one environment.

xml module just uses InputOutput.getOut.println to display
error message in OW. So it looks more like duplicate of #21930

One thing I'm not sure of: does it really occur only on Win2K?
