This problem is occurred only Windows environment. To Reproduce: 1. Create CSS file from New wizard. 2. To add the element which name has japanese characters. 3. Right click edited CSS file, and select [Check CSS]. Error is occurred, and error message contains incorrect characters.

It sounds like a font problem in output window because it happens only in one environment.
Adding "I18N" in summary field.
Target milestone was changed from '3.4' to TBD.

xml module just uses InputOutput.getOut.println to display error message in OW. So it looks more like duplicate of #21930 One thing I'm not sure of: does it really occur only on Win2K? *** This issue has been marked as a duplicate of 21930 ***
