Description: 
netbeans_ro bugs are meant to be read-only. An automated system to check the
changes made to these records, other than by bugbridge or bt+ users, will be a
good idea to make sure the read-only assumption remains valid.

Evaluation: 
Set up a cron to perform the check and inform the admins of manual updates.

Also preferable to set up automatic "canned" response to folks who
"accidentally" edit netbeans_ro (after weeding out legal edits like closing the
bug as duplicate).
