I got into the situation when the browser switcher in the main toolbar does not work - see the attached screenshot.

The one in project properties works fine.

I think David did the support in the HTML5 project - or am I wrong? Sorry if I am and feel free to reassign back to me.

Well, the problem exists for all project types (including PHP), so I don't think it needs to be David who fixes that. David has several last minute stoppers for 7.3.1, so he will not get to this soon.

Aha, it was not clear from your description.

David implemented the switcher so I think that it makes sense.

Do you know how to reproduce it? I've seen it for the first time today morning - the toolbar button stayed grey regardless of what I selected in the IDE. But after IDE restart everything is back to normal.

The toolbar button code was copied from some other context sensitive action so I cannot claim I wrote it myself. The action listens on selected node/window and checks their lookup for presence of FileObject/DataObject.
