This bug was originally marked as duplicate of bug 195721, that is already resolved. This bug is still valid, so this seems to be another bug, but it might be related.

Build: NetBeans IDE Dev (Build nbms-and-javadoc-10956-on-20130516)
VM: Java HotSpot(TM) 64-Bit Server VM, 23.21-b01, Java(TM) SE Runtime Environment, 1.7.0_21-b11

Started NetBeans IDE Dev (Build nbms-and-javadoc-421-on-20130906) a.k.a. 201309040001
Installed Python plugin (no reboot). Updated Groovy plugin. Restarted IDE. 
Created default Python project. Run. Debug. Run. Close IDE.
Ran NetBeans 7.3.1 (forgot to clear Userdirs first). Checked to see which plugins were available.
Close IDE.
(forgot to clear Userdirs first... again)
Ran NetBeans IDE Dev (Build nbms-and-javadoc-421-on-20130906) a.k.a. 201309040001
Exception occurred. 
Not sure whether this is a valid use-case or not.

Verified fixed in Development. To retest, make sure you are using a recent DEVELOPMENT version of NetBeans IDE from http://bits.netbeans.org/download/trunk/nightly/latest/
AND with Python plugin installed from "Latest Build" update center at http://bits.netbeans.org/dev/nbms-and-javadoc/lastSuccessfulBuild/artifact/nbbuild/nbms/updates.xml.gz
