To reproduce:

1. Open the NetBeans options dialog (Tools|Options)
2. Alt+Tab to a different application on your system
3. Alt+Tab again to get back to NetBeans
=> Focus is set on the editor, not on the options dialog.

This is especially troublesome when quickly switching back and forth between NetBeans and a website regarding NetBeans related options.
