Product Version = NetBeans IDE 7.3 (Build 201302132200)
Operating System = Linux version 3.8.0-19-generic running on amd64
Java; VM; Vendor = 1.6.0_38
Runtime = Java HotSpot(TM) 64-Bit Server VM 20.13-b02

There are some instances in which the IDE just doesn't start. When I look at the System monitor, I notice a big Java process still there. After I kill it, I can start the IDE again. Today I waited ~30 minutes, from the time I got from home to work. (I was connected remotely to the linux machine).

If you kill the NetBeans, it isn't finished properly and the lock file is not deleted (see http://wiki.netbeans.org/DevFaqUserDir) and then the new NetBeans process cannot be started.

Does this issue occur usually or it was just once? Are you able to reproduce it?

What kind of remote connection do you use?

Is not frequent, but happens. I connect using remote desktop (Windows) to the Linux machine.

Sadly I can't reproduce it at will.
