Please add a feature to allow project scanning to be activated and deactivated manually.

When I use netbeans, often I don't want any project scanning. When I first open netbeans, I don't need any project scanning. After editing some files in one project, I know other dependent project files also need updating, and don't need the IDE to tell me. 

The only time I would turn on project scanning is when I edit a file, and am not sure what projects depend on that file. In this one case, I would turn on project scanning temporarily, to see the errors. Then I would turn it off.

In the meantime, when project scanning is running, I use Textpad to edit my source code, and only use netbeans to create jar files.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
