If the debugger core module is installed, but there are no other debuggers installed, choosing 
"Add Breakpoint" appears to cause nothing to happen.

I think it would be better if the dialog appeared and had some note that there were no 
debuggers installed.

Debugger core module should be automatically uninstalled if there is
no debugger plug-in.

Will it reinstall itself if a debugger module is later turned on during the same session?
