Currently, if a new version of the plugin is uploaded, the current version of the plugin is invalidated and doesn't show up in the Plugins list in NetBeans IDE. It should rather show the current version until the new version of the plugin is verified and then the versions can be exchanged.
It should work exactly as you describe it. Originally verified NBM should stay on the UC until new version is successfully verified. We will take a look at this. Thanks for your report.

After discussion we found out that this is really a regression against workflow which worked in Plugin Portal 2.0 till June 2012. The fix might seem trivial but it is not. Honzo, can you please write down all the necessary changes we talked about and fix this when you have some time. Preferably before NetBeans 7.4 gets out? Thanks!
This is becoming critical. As plugin verification takes sometimes too long, the users cannot download our plugin if the new version comes up :(

Because our resources are limited it's hard to tell when or whether this bug will be fixed anytime soon. Hence should anyone face this problem with his/her plugin too, just send me an e-mail (jiri dot kovalsky at oracle dot com) and I will make sure the verification is processed immediately.

This issue is fixed in Plugin Portal 2.2.
