Problem:

On first run Netbeans does not detect a previous `beta` version to import from.

I experienced this when I upgraded from 7.3RC1 to 7.3RC2. 

Steps to Reproduce:

Install or have installed a previous full release version of Netbeans (in my case 7.2). Then run a beta version, make some changes to the projects(add/remove) then upgrade to a later version.

The later version will use the properties from the full release, not the previous beta.

Expectation:

The application would import from the most recent version(i.e. the beta) or would ask the user which set of properties to use.




**Sorry if this is filed in the wrong place. I thought it was most likely a platform issue rather than a Netbeans one**
