When the user create a new Web Project, and then drop some jar files into WEB-INF/lib, once detected by NetBeans should popup if user want to import the JAR files into the project (and move them into $PROJECT/lib folder).

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
