Current Validation Constraint wizard is totally empty and doesn't contain any possibilities to preset - like group specification, AND/OR contrain (in case EE7), annotation target etc. 

Also there could be UI windows for adding standard or also custom rules to the Validation rule - to omit needs to write everything manually then.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
