In New Wizard, template descriptions for JAR Packager and JAR Recipe
appear in English.

Template descriptions come from the following files: 
jarpackager/src/org/netbeans/modules/jarpackager/resources/JarContents.html
jarpackager/src/org/netbeans/modules/jarpackager/resources/JarPackager.html

However, these files are not included in l10n.list, so we cannot
translate them. Please add these files to l10n.list.

I would like to fix this in FFJ4.0 FCS.
I verified that this has been fixed in orion_fcs.
