Due to excessive memory comsumption or bugs in code,  restarting the IDE is an action needed a few times per day. An explicit action for doing so should be added to the menu. Eclipse has a similar action.

Not planned.

If really desired by some users, there is a plugin available on PP UC which can be installed directly from Tools / Plugins.

Get it here http://plugins.netbeans.org/plugin/42525/restart-ide or use the integrated plugin center to install the "Restart IDE"-plugin (as already told)
