Besides general constraints given by MOF computational model, MDR needs to be 
able to check also modelled constraints.

Changed priority to P1 - "must have" for NB 4.0 in form of 
a framework for adding modeled constraints implementation 
in form of pre/post processing (implemented using Java) of 
JMI operations.
