DnD gestures - combination key and mouse modifiers forces specific action

combination key and mouse modifiers forces specific action.
The changes of UI spec: the ALT key if not used for now (it is holdes
by win manager of Gnome), it replced with SHIFT. implemented in branch
explorer_dnd_2002Mar.
