When user installs new version of NB IDE he probably wants to install some
additional plugins globally before first start from his user account.
It's common practice to merge the settings from old version of netbeans.conf to
the new version before 1st start.
Having this setting here would prevent user from forgetting, that he first must
manually change the combo-box setting in Plugins manager when installing
additional plugins by first starting the IDE from administrative account.
