Project generated by build process or another user must be sharable through VCS. Assumptions here are:
- Project is "unmanaged"
- Project location relative to sources does not change
- Target platform is likely to be the same, but might differ in rare cases

yes, the feature is implemented. Anything 'blinking' is supposed to be a bug
