UI team, we haven't seen any proposals how to handle this 
issue so far (the description here is meaningless) and 
target milestone is the next Wednesday. I think it would be  
polite to at least notify module owner(s) if you either 
plan to implement it or defer the implementation, wouldn't 
it ?

If this gets implemented how can I display this tab again? I didn't
see any discussion about this too. It doesn't look like an improvement.

Proposal is:
Javadoc tab will be removed from explorer.There will be new action
"Manage Javadoc Sources" in Tools menu. This action shows dialog with
list of mounted javadoc sources on the left and buttons "Add" and
"Remove" on the right side.If somebody wants to browse javadoc sources
he could do it through filesystems.

Reason of change: It seems to be unnecessary to have javadoc tab
visible all the time in explorer. The group of users using this for
browsing docs is probaly small

Q: you said that browsing Javadocs would be possible using the
Explorer -- does that mean that the filesystems mounted (with DOC
capability) will be displayed in the FileSystems tab along with the
"regular" ones ?

Richard, I do not understand what exactly you mean by saying that: "The group of users using this for 
browsing docs is probaly small." Do you have specific feedback from users? Do you have data from a 
survey? Or it is just your opinion that it is small? I do not say it's bad, I just do not understand.

I also second the first Svata's comment about process.

Actually one browsing user was disappointed (issue #22805); I'm trying
to get his use case explained there.
Moving the issue to JavaDoc/ui
