debuggercz: 1. Click File -> New Project -> Java Web -> Web Application -> Next
2. Leave default values and finish the wizard
3. Invoke Move on created project
4. Append e.g "\abcd" to "Project Location" and click Move button
5. Invoke Run on project
IOException will appear

It is obvious the file describing deployed apps is (or is considered to be) corrupted. I'm really not sure how this could happen. One thing is that it used to depend on default encoding. I have changed that to UTF-8 recently. I have also changed logging to not to stop the list processing and be a bit more helpful.
I'm closing as incomplete until we get a reproducible case or fresh report with more details.
