When I click 1) Help - Report Issue, 2) fill in the form, and 3) click "Submit Issue" button, NetBeans becomes unresponsive for a while, and it shows an error message that says "cannot connect". The screen shot is attached.

I can log in to bugzilla and file a bug without any problem on a browser, and that is how I am filing a bug right now.

are you behind a proxy? if yes, could you please check your proxy settings in the IDE

taken from reporters mail:
"Somehow I could not comment on the web. Anyway, I was behind proxy. I checked out proxy settings menu. "Use System Proxy Settings" was selected."

are you still able to reproduce the problem?
if yes, could you please run netbeans with the switches:
-J-Dorg.netbeans.core.ProxySettings.level=-1 
-J-Dorg.netbeans.core.NbProxySelector.level=-1
-J-Dorg.netbeans.core.ProxyAutoConfig.level=-1
-J-Dorg.netbeans.modules.bugzilla.Bugzilla.level=-1

and attach the messages.log file to the issue?

Has there been any updates on this issue? It seem to be a problem going back several versions.  I've tried using:

"Use System Proxy Settings"
"Manual Proxy Settings"

Neither will work for me.  I have a "messages.log" file if it will help.

I have an issue with reporting bug from IDE using menu item Help -> Report Issue...

I/O Error occurred while communicating with https://netbeans.org/bugzilla. ConnectionTimeoutException ...

I use NetBeans 7.3 Development build 201301100107, 201301230001 and RC1 installed on machine in my company Intranet environment. I have Network Proxy (proxy requires authentication) properly configured to access Internet.
