The Missing toolchain window appears if you are executing NetBeans on system without suitable toolchain, like Windows without MinGW or Cygwin installed.

In 7.1.1 it references to http://netbeans.org/community/releases/69/cpp-setup-instructions.html tutorial. But http://netbeans.org/community/releases/71/cpp-setup-instructions.html already exists.
