Create Documentation category in Customizer if there are more then one documentation tool installed.

Needs API change in PHP API. Maybe for the next release once PhpDoc is back in the NB build (?).

Perhaps it will be better/nicer to have just one panel and a combo with all PHP documentation tools... All tools are available to be used for generating documentation, via context menu on a project in the Projects view. And unused tool can be easily uninstalled in the Plugin manager.
