The problem is that user can set different architecture settings for C, C++ and Fortran compilers. And any usecase doesn't come into mind why somebody would need to make C compiler generate 32- and C++ compiler 64-bit code, but now it is possible to do. 

So it looks like we should have architecture on project level, but not on compiler level.
