Move jList down causes jFrame to become double wide.

Also, there is phantom fields showing up on form where they do not belong. A phantom field also shows up in Project Tree window too. The phantom artifacts are regression, so I am marking this P2.

I was able to reproduce the described problems using the attached project. There are two independent problems: the unexpected changes in the layout and the incorrect painting. I have created a separate issue for the painting problem (issue 210351) and will keep this issue for tracking of the layout problem only.
