Product Version = NetBeans IDE 7.1 (Build 201112071828)
Operating System = Windows 7 version 6.1 running on amd64
Java; VM; Vendor = 1.7.0_03
Runtime = Java HotSpot(TM) 64-Bit Server VM 22.1-b02


This issue is identified with jaxws here:
https://issues.jboss.org/browse/JBWS-2633

Unfortunately, Netbeans 7.1.1 is being affected by this as well and I haven't found a way to have the IDE not rebuild the classes after I build them manually in the command line successfully.
